Minutes FOR PARISH COUNCIL MEETING OF CARDINGTON PARISH COUNCIL HELD ON
Tuesday 1st March 2016 at 8pm
1. Public Session. Limited to 15 minutes. †One member of the public was present.
2. Acceptance of Apologies: Apologies were accepted from Councillors Norris and Davies.† Present Councillors Tonks, Burgess, Maydew, Blenkins, Pinches, Seabury and Pinches.
3. Dispensations:†† None.
4. Minutes of the meeting held on Tuesday 5th January 2016.† It was RESOLVED to sign and approve the minutes of the meeting held on Tuesday 5th January 2016.
5. †Matters Arising: †None.
6.†† Shropshire Council Local Joint Committee:† a. ††a meeting was held recently at Sylvester Horne Institute Church Stretton.†† Presentation on the results of the Big Conversation so far, Shropdoc and 111 and Smartwater were all received well.† The Kids club in Cardington has received a youth grant of £500.00.† a discussion was also had about Shropshire Councilís highways maintenance grant.† Clerk is attending a meeting later in the week and will investigate if the Parish Council can apply.
†† †††††††††7.†† Updates from Councillors: as per areas of interest.† There is a blocked drains on Chapel corner next to Chapel House, Watling Street and flooding Halfway betweetn Plaish and Gretton. Clerk to report. The overgrown hedge has been cut back by a new owner.† Chair to write. ††
††††††††† ††8.†† Consider response to a letter from The Diocese of Hereford regarding change of use for a small part of the Church yard to domestic curtiledge. It was RESOLVED to support the sale of the land and the change of use.†
†††† ††††9.†† Planning: a. to be considered at meeting. 16/00651/FUL Application under Section 73a of the Town and country planning act 1990 for change of use of land from churchyard to domestic curtilage for drainage trench.† 19 Cardington Church Stretton SY6 7JZ.† It was RESOLVED to raise no objection to this application.

∑ 15/04897/FUL Proposed agricultural dwelling to the north of Longville in The Dale.† Erection of agricultural workers dwelling, double garage (and log store), general purpose agricultural building, improvements to access, installation of a septic tank and auxiliary works. WITHDRAWN.
c. Any other planning matters including any new planning applications received just before the meeting.
d. Action plan after consultation regarding CIL funds. See attached action plan and ideas of some decisions on ways forward. †Update re toilet and mobile phone. Both the toilet and mobile phone proposals are not possible to pursue.† The† mobile phone providers are not interested in providing a service using existing infrastructure.† The village hall committee have considered the idea of opening the village hall for visitors to use the toilets and decided against it for financial and security reasons.† The rest of the actions were reviewed and the following ones will be reviewed further.† Councillors to think about areas where highway safety improvements can be considered for the May meeting.† Clerk to report the footbridge across the Willstone ford to the countryside unit at

11. Shropshire council report. No report.
††††††† ††12. Administration and Organisational Issues: a.†† Cemetery: grass cutting consider way forward. †A quote has been verbally received and will be similar to the quote from last year clerk to arrange for the works to continue.
††††† b. Cemetery wall.† Quotes have been received for repair of the church yard wall.† Clerk pointed out the PCC has not asked for support for repair to the wall.† chair to discuss the issues with the chair of the pcc.
††††† c. damaged tree in Cemetery.† Quotes have been received for the removal of the damaged tree.† Clerk to arrange and talk to contractor about removing other trees that raise concern over damage to a property.† Clerk to discuss with the Arbourculturist at Shropshire Council.
††††† d.† tree survey.† Clerk has carried out a visual survey of the trees and found no concerns.
